“Recalling paragraph 78 of the 2023 New Delhi Leaders' Declaration on freedom of religion or belief, freedom of association, and combating intolerance and discrimination based on religion or belief, we recognize the contribution of religious and faith-based organizations to human capital formation, social cohesion, and economic resilience. We encourage efforts to review and, where necessary, reform regulatory frameworks to ensure transparency, predictability, proportionality, and non-discrimination, and to reduce unnecessary administrative and regulatory burdens that constrain these organizations' operation, continuity, and contribution to economic growth. Regulatory measures should avoid unnecessary disruption to their activities, the continuity of essential services, and the productive use of schools, health facilities, and other assets on which communities depend.”

Cuatro desafíos principales

Four Regulatory Barriers

Cuatro barreras regulatorias

Well-intentioned rules can unintentionally limit the positive impact of religious institutions. Reform can unlock greater social and economic value.

Legal Status and Registrationالوضع القانوني والتسجيلPersonalidad jurídica y registro

Restrictions on recognition and permitted activities can disable institutions.

Terrenos, zonificación y construcción

Arbitrary permits can strand investment and prevent communities from putting their resources to productive use.

TaxationالضرائبTributación

Discriminatory tax treatment imposes unequal costs on comparable providers.

El tratamiento tributario discriminatorio impone costos desiguales a entidades comparables.

Financiamiento extranjero y servicios bancarios

Blanket restrictions can cut off legitimate institutions from essential resources.

Ejemplos por país y evidencia complementaria
01

Land, zoning & construction

Rules governing where and under what conditions places of worship can be built, expanded or relocated. Reducing discretionary or discriminatory burdens lets faith communities invest in social infrastructure and contribute to local development, social cohesion and peacebuilding.

BangladeshDiscretionary No-Objection Certificates and the non-recognition of customary land titles block or delay construction of non-Islamic places of worship, leaving sites exposed to eviction.
MalaysiaApproval for non-Muslim places of worship crosses state governments, land offices and planning agencies with no coordinated mechanism, generating delays, uncertainty and rising costs.
02

Legal personality & registration

Without legal status, a congregation cannot hold property, open a bank account or hire staff: a ceiling that lands exactly when a community starts to scale its services.

UgandaCommunity-based organizations registered under the NGO Act still do not acquire full legal personality, and cannot open bank accounts or hold property independently.
KenyaA 2024 bill would add theological-degree requirements and minimum size thresholds on top of existing registration fees and security vetting.
03

Taxation & fiscal treatment

Uncertain or unequal tax rules raise compliance costs and discourage the income-generating work (renting space, social enterprise) that lets a congregation become self-sustaining. Reducing that burden frees resources for education, health care and social assistance.

MalaysiaThe line between exempt religious donations and commercial income, compounded by a new e-invoicing mandate, burdens small organizations with no dedicated accounting staff.
For contextProperty-tax exemptions for religious and charitable institutions cost U.S. local governments an estimated $26–65 billion a year: a fraction of what replacing those services directly would cost the public purse.
04

Foreign funding & banking

Health, education and relief programs often run on funding from abroad. A discretionary licensing decision can halt them overnight, with no guarantee of recovery.

IndiaThe Foreign Contribution Regulation Act (FCRA) requires a license to receive donations from abroad; numerous licenses held by Christian organizations have been revoked without clear explanation, halting health, education and humanitarian aid programs.
01

01

To the Heads of State and Government of the G20 Members

October 23, 2026
To the Heads of State and Government of the G20 Members
Excellencies,

Religious institutions can strengthen economic performance in ways that markets and governments do not easily replicate. As religious leaders, faith-based organizations, and advocates for freedom of religion or belief, we urge your governments to include a clear commitment in the 2026 Leaders' Declaration: reduce unnecessary administrative and regulatory burdens on religious and faith-based organizations.

The G20 has already affirmed freedom of religion or belief under India's presidency, while the U.S. presidency has identified excessive regulatory burdens as obstacles to growth.1,2 The opportunity now is to connect those commitments: examine whether regulation unnecessarily limits religious institutions' economic contribution, and commit to reform where it does. This would turn established principles into a practical growth initiative.

Religious institutions contribute through five economically significant channels:

Human capital formation. Faith-based schools and health providers strengthen workforce skills and health, including where public capacity is limited. These contributions advance the investment in human capital and health endorsed by G20 leaders at Osaka.3

Productivity and economic behavior. Religious teaching can influence thrift, work effort, and perseverance. A randomized Philippines study demonstrated a short-term income effect: households receiving religious-values instruction had 9.2% higher income at the six-month follow-up.4

Social capital and lower transaction costs. Religious networks can strengthen trust, cooperation, and informal enforcement of agreements, reducing the costs of economic exchange and collective action.5

Private provision and fiscal efficiency. Donations, facilities, expertise, and volunteer effort expand service capacity using resources outside public budgets. This can complement public provision and reduce fiscal pressure.6

Economic resilience. Established networks can mobilize resources, maintain essential services, and support recovery during shocks. G20 leaders recognized religious organizations' contributions to the Ebola response in a statement addressing stability and the crisis's economic costs.7

These contributions warrant scrutiny of barriers to legal personality, land and construction approvals, tax treatment, and banking and funding access.8

Yet in many countries, discriminatory regulations hold this contribution back, including:

1. Legal status and registration. Restrictions on recognition and permitted activities can disable institutions. In Eritrea, authorities seized Catholic health facilities and ordered patients home.9

2. Land, zoning, and construction. Arbitrary permits strand investment. Cuba revoked a church's construction permit after substantial spending, halting expansion for an overcrowded congregation.10

3. Taxation. Discriminatory taxation penalizes comparable providers. In 2025, the U.S. Supreme Court unanimously rejected denying Catholic charities a tax exemption because they served people of all faiths without proselytizing.11

4. Foreign funding and banking. Blanket restrictions can cut off legitimate resources. The Financial Action Task Force (the global financial-crime standard setter, with its U.S. delegation led by Treasury) has recognized this danger.12 Its 2023 reforms call for proportionate, risk-based safeguards that avoid unduly disrupting legitimate nonprofit activities.13

The reform test should be whether requirements serve legitimate public purposes without imposing unnecessary costs or disadvantaging comparable institutions because of religion.

We respectfully ask that your governments support the following language for inclusion in the 2026 G20 Leaders' Declaration:

This proposal seeks effective, non-discriminatory regulation, not blanket exemptions or preferential treatment. It preserves legitimate safeguards while asking governments to examine whether existing rules unnecessarily impair institutional capacity. It calls for neither a new international institution nor a new spending program.

We urge you to instruct your Sherpas to introduce and support this paragraph. A growth agenda should remove unnecessary barriers wherever they suppress productive capacity, including in religious and faith-based organizations.

Respectfully submitted,
